Sébastien GUIGNER
Sébastien Guigner has been a partner at Territoria since 2020.
Founder of Cabinet Territoria, Sébastien is a specialist in regional policy, interactions between local institutional actors (political, economic and civil society)
and strategies for establishing and developing activities in different regions.
For the past fifteen years, he has been advising companies of all sizes on their territorial development, particularly in the fields of rail and urban transport, urban regeneration and the establishment of highly innovative activities.
Involved in local life, he also trains business leaders, the voluntary sector, the media and local elected representatives on the challenges of territorial transformation and promoting corporate territorial responsibility.
Sébastien holds a PhD in Political Science and a Master’s degree in Public Action & Territories from Sciences Po Rennes. A lecturer at Sciences Po Bordeaux, he is co-author of the reference work ‘Dictionnaire des politiques territoriales’ (Dictionary of Territorial Policies) published by Les Presses. Gilles TEISSEYRE
Gilles TEISSEYRE has been Associate President of the Territoria agency since 2024.
As CEO of Territoria, Gilles has worked for nearly 30 years as a consultant in development strategies at European and international level, linked to transition, innovation,
the establishment and construction of international development levers. He has also supported numerous projects involving the establishment or relocation and restructuring of activities locally and in many regions of Europe (setting up dialogue structures and building local networks, public funding and support, etc.).
A former naval officer with a passion for history and regional cultures, he is committed to supporting artistic and craft creation.
Gilles is also the initiator of competitions in water sports, horse riding and rugby, particularly at European level and with North and South America.
Gilles is a graduate of the IEP in Paris in Public Service, and holds two Master’s degrees in public and private business law from Paris II Assas and the Centre d’Études Supérieures de la Marine.
He teaches European economic and institutional strategies at Sciences Po Bordeaux and lectures on the same subjects at the INSP (formerly ENA). (Languages spoken: French,

Frédérike MIGUET-BELLAN

Frédérike MIGUET-BELLAN
Frédérike Miguet-Bellan has been a project manager in regional economic analysis at Territoria since 2024.
Frédérike began her career in the aviation sector before co-managing a golf course management company for several years. She then founded a workshop producing
high-end professional clothing using short supply chains, promoting local expertise and resources, which she developed and then sold.
With strong cross-functional skills in management, business development, project coordination and strategic adaptation, Frédérike is accustomed to working in demanding and multicultural environments.
Solution-oriented with operational rigour in her research and audits, she works on developing regional maps that will help define strategic areas for development.
Frédérike is a graduate of the Bordeaux Hotel and Tourism School. (Languages spoken: French, English, Italian).
Pascal LENNE
Expert – Agri-Territories Division

Pascal LENNE
Pascal Lenne is a specialist in agricultural dynamics and regional economics. Since 2024, he has been putting his skills to work for Territoria’s agri-territories division.
He supports the structuring and promotion of local industries.
He has held strategic positions in the agricultural department of the South Region, at Crédit Agricole, and at the head of several national inter-professional organisations: ANIFEL, ANIBI and SONITO.
An expert in the fruit and vegetable sectors, animal production and mechanisms for promoting agricultural products, he has also advised numerous organisations on their European strategies and supported the development of several Geographical Indications.
As an entrepreneur, he has managed an agricultural import-export company and contributed to the growth of wine estates.
At Territoria, Pascal draws on his expertise in economic networks, regional dynamics and agricultural competitiveness tools to strengthen the role of local sectors in regional development strategies.
Pascal is a graduate of the Institut des Hautes Études de Droit Rural et d’Économie Agricole (Institute of Advanced Studies in Rural Law and Agricultural Economics).
Francis LAVERRIERE
Expert – Maritime and River Development Division

Francis LAVERRIERE
Francis Laverriere is an experienced navigator and strategist in the maritime sector. Since 2024, he has been putting his skills to work for Territoria’s Maritime and River Development division.
Francis is a former second captain of the Belem and merchant navy officer, and has managed fleets specialising in the transport of petroleum products, chemicals and complex cargo.
Deputy Managing Director at ST Management until 2020, he is now Chairman and CEO of Flamarine, supporting and responding to the needs of maritime players in terms of safety, logistics, due diligence during transactions, and optimisation of management operations with non-disclosure agreements (NDAs).
At Territoria, he is leading the development of the maritime division by identifying regional needs, consolidating industrial port sites and stimulating interregional trade corridors.
A Knight of the Order of Maritime Merit, Francis brings unique expertise to structuring sustainable maritime and river ecosystems that serve the regions and their economic ambitions.
Francis is a graduate of the École Nationale de la Marine Marchande (ENMM).
Lisandro ARBIZU
Expert – Sports Infrastructure Development and Sponsorship Division

Lisandro ARBIZU
Lisandro Arbizu is an international expert in infrastructure development and sports clubs. He has been working with Territoria since 2023.
A former captain of the Argentine national rugby team (Pumas), he has played in 86 international matches and participated in three World Cups. He played professionally in France in the Top 14 (Brive, UBB, Aviron Bayonnais, etc.), Italy and Spain, and has also coached several top-level teams.
An entrepreneur, he co-founded several companies in Argentina in the fields of professional and cognitive coaching and import-export. In France, he worked for ten years for the
firm Profilo Conseil in organisation, project management and skills development.
He now advises Club San Isidro RC (Madrid) on its sporting development and on structuring its network of partners and sponsors.
At Territoria, Lisandro uses his expertise to support the development of sports infrastructure in different regions, strengthen the structure of clubs and lead communities of corporate sponsors. He also supports our clients in their growth projects in Spain and Latin America.
Lisandro graduated from the University of Del Salvador in Argentina with a degree in business administration and from the University of Uces with a degree in marketing and communication. In France, he completed professional coaching training at the École Espace Transitions. (Languages spoken: Spanish, French, English).
